Royal Albert Old Country Roses Glass Hurricane Candle Holder Lamp Set of 2.  These were only used as decoration in my china cabinet.  Each one is a two piece, a base and a top.  The manufacturer left the bottom rim of the top unpolished so they do have a rough edge.  I have noticed the same issue with other people candle holders listed.    When the top is on the base you can not see the rough edge.  One of the holders has a scratch, see circled pic other than that they are in great condition.  Shipped with USPS Priority Mail.
