simply means a coin has never been used, that is to say has never been placed into the channels of commerce and therefore has received no wear.  The Mint is a manufacturing plant like any other factory and endeavors to make as many coins of acceptable quality as quickly as they can.  A coin that is

can have marks, mint scratches, tarnish stains, etc.  A
Brilliant Uncirculated Coin
has minimal marks, mint scratches, tarnish stains, etc and is handled by collectors with soft gloves to prevent any additional unnecessary marking of the coin.
